To create a scene of biohazardous looking foam apply a generous portion of CA or crazy glue and hit it with a three or four squirts of kicker. The glue will heat up, start to smoke, and then foam up. It dries white and hard. It can be painted or stained. I suggest doing this outside as the fumes are a little strong.
