...look great, but they are flat, two-dimensional.
My solution has been to painstakingly add layer after layer of Kristal Kleer or drying paint to make the wheel rim rounded, but it takes several days to finish a steering wheel.
Does anyone else have a better idea?

How about a thick glue? They make CA in a thick formula and when used in conjuction with an excellerator dries very quickly.

Good idea! I'll try it out soon.
Painting on top of a thick layer of Kristal Kleer is also fraught with danger. Strange things happen, it sometimes moves around and makes new, interesting but somewhat irregular shapes

How about using solder ? I don't know if it would work, because I haven't tried it yet, but if you use a thin soldering iron it might do the trick.

Solder will work if you are using a brass photo etched piece but if it is stainless,, the solder will not stick.

They do make solder for stainless steel. I bought some but have not tried it yet.
