I would say this is the Simca Oceane Coupé by Pulga.
I have a keychain by Tropica that has a very similar shape as this one and is was sold to me as a Simca Oceane Coupé, I always had my doubts about that but since that Pulga model (which I strongly believe it is) has about the same shape as the Tropica model and a Pulga model is listed as a Oceane Coupé that could be true though.
Does the model have a little hole in the middle of the bottomplate?

Dear Sirs: I went a little further, and that seems to be the Simca Plain Coupe, based on the Ocean. Notice that, unlike the real car, the front grille is missing at the miniature. Below, click under History, then Simca Aronde and photos from the Oceane and Plain Coupe will be shown. www.clubsimca.com/
